If your original title is mutilated or defaced, it must be submitted with the application for duplicate certificate of title.
If a vehicle has a lienholder on record (generally due to a loan with a financial institution or a leased vehicle), the “lienholder” is considered the “Legal Owner” and controls the vehicle’s Certificate of Title.
Only the Lienholder can request for a duplicate Certificate of Title. The driver of the vehicle is the “Registered Owner” and cannot have access to the Certificate of Title.
